IMPORTANT INFORMATION FOR BIDDING ON CONSTRUCTION PROJECTS
In an effort to promote greater efficiency and standardization, Great Rivers Greenway has transitioned to Bid Express for secure internet bidding. All bid documents are available to download free of charge at www.bidexpress.com.
Bid Express registration is required. Registration is free; however, if you choose to submit your bid online there is a non-refundable $25 charge.
It is highly recommended that all interested bidders subscribe to receive updates on bids. It is the responsibility of the bidder to download all bid documents associated with the bid solicitation.
All electronic bidders must first register on www.bidexpress.com and create an Info Tech Digital ID for free, which is used to digitally sign bids. Digital IDs/Signatures assure the agency knows who the bid is really from (forgery resistance), ensure nobody can alter a bid (non-repudiation), prevent information in a bid from disclosure to unauthorized parties (secrecy), and safeguard that even authorized parties cannot access them prior to the public opening (sealing).
Processing your Digital ID can take up to five business days, and it is highly recommended that a Digital ID be enabled 48 hours in advance of submitting an electronic bid. Please plan accordingly. See the Bid Express Set-Up Guide for a detailed step-by-step walk-through. Instead of paying paper bidding costs (hand or hired delivery costs), a fee of $25 will be incurred for those who wish to bid electronically on a pay-per solicitation basis. Alternatively, you may subscribe for $50 per month for unlimited electronic bid submission for all agencies posting solicitations on the www.bidexpress.com website, plus get email notifications by agency/work type/commodity code.

Great Rivers Greenway is requesting proposals from interested and qualified firm(s), organization(s), individual(s) and non-profit(s) to provide services related to community engagement.
Contracts that result from this RFQ may be executed over the next two (2) years throughout the St. Louis region, with scope and fee to be negotiated directly with any respondents that are chosen.
Because a variety of services may be needed, this RFQ is broken down into four (4) components. Respondents may choose to respond to one (1) or more of these components.
- Consult with Great Rivers Greenway staff on Community Engagement strategy, industry best practices and ideas for a variety of projects.
- Manage the process for a Citizen Advisory Committee.
- Manage the process for outreach efforts for any given project.
- Manage the process for designing and planning engagement opportunities (in a variety of settings) that range from open houses to workshops to participatory art or placemaking, public exhibits, surveys, forums, focus groups, site visits and audits and other tools as necessary.
