INVITATION TO BID: Gravois Greenway: Orlando’s to River des Peres Greenway – Phase 2 (118A)
BID ADVERTISEMENT DATE: August 2, 2018
BIDS DUE: August 23, 2018 at 2:00 pm prevailing Central Time.
The Great Rivers Greenway District (District), the Developer, is soliciting sealed bids for Federal Project Number TAP & STP 9901 (632), Gravois Greenway: Orlando’s to River des Peres Greenway – Phase 2 (118A) in St. Louis County & St. Louis City, Missouri.
The suggested method of submitting bids is electronically. Bids may be submitted electronically until 2:00pm prevailing Central time, August 23, 2018 via the Bid Express website at bidexpress.com. All electronic bidders must register with Bid Express to obtain a digital ID. Bid Express has indicated it could take up to 5 business days to process the digital ID. GRG will open bids on the date and time indicated above. All documents necessary to submit a bid will be available on the bidexpress.com website including plans, specifications, and bid packages beginning August 2, 2018 at Bid Express. Hard copies of the Bid Documents can be obtained starting August 2, 2018 from Cross Rhodes Reprographics, 1712 Macklind Ave., St. Louis, MO 63110, 314-678-0087. The Contractor is responsible for the drawing costs.
Vendors are encouraged to respond electronically through Bid Express but may respond by hard copy.
Sealed hard copy bids will also be accepted and may be submitted at the offices of The Great Rivers Greenway District, 6178 Delmar Blvd. St. Louis, MO 63112 until 2:00pm prevailing Central time, August 23, 2018, and will be publicly opened and read aloud in the GRG Conference Room on the date and time indicated above.
The project will be awarded to the lowest, responsive, responsible bidder.
Questions should be submitted on Bid Express, or directed to Lonny Boring, Project Manager at firstname.lastname@example.org. All requests for clarification on these bidding documents must be received in writing by August 16, 2018 at 2:00pm prevailing Central time.
Successful Bidder shall be required to comply in all respects with applicable statutory provisions concerning payment of prevailing wages on public works, Sections 290.210 through 290.340 R.S. Mo. 1959, as currently amended, and shall pay to all workmen performing under work contract not less than prevailing hourly rate of wages as determined by the Department of Labor and Industrial Relations (federal wage rate) or State of Missouri wage rate, whichever is higher.
A bid security in the amount of five percent (5%) of the bid amount must accompany each bid in the form specified in the bidding documents.
DBE Contract Goal: bidders to certify that the bidder is familiar with the DBE Program Requirements in this
contract. The contract DBE goal for the amount of work to be awarded is 20% of the total project price
including all alternates with 2 trainees for 1000 hours each.
A Pre-Bid Conference was held on August 9, 2018 at 1:30pm prevailing Central Time at Great Rivers Greenway office located at 6178 Delmar Blvd, St. Louis, MO 63112.
The Great Rivers Greenway District hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this
invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.
The successful bidder shall comply with the requirements of RSMo § 292.675. The requirements include on-site employees to complete the ten (10) hour Occupational Safety and Health Administration (OSHA) Construction Safety Program, which includes a course in construction safety and health approved by OSHA or a similar program approved by the Department of Labor and Industrial Relations.
Submit completed Contractor Questionnaire and/or Contractor Prequalification Questionnaire with attachments not later than seven (7) days prior to the date and hour of the bid opening. See Secs 101-103 of the Standard Specifications, and Rule 7 CSR 10-15.900 “Prequalification’s to Bid of Certain Contractors”. Questionnaire and Contact information are provided on MoDOT’s website.
Second-tier subcontracting will not be permitted on this project. The proposer states that it will ensure that subcontractors do not subcontract any portion of the work.
The project will be awarded to the lowest, responsive, responsible bidder. The successful contractor shall perform the work in accordance with the Project Documents.
The scope of work under this contract consists of the construction of a 1.5 mile trail project which includes (but is not limited to) the following: earthwork, clearing and grubbing, grading, paving, utility adjustments, 2 pedestrian truss bridges and foundations, small and large block MSE walls, cast-in-place retaining walls, fencing, guardrail, concrete barrier, lighting relocations, traffic control, signalization modifications, SWPPP measures, landscaping and site amenities, signage and striping, and stormwater best management practices.
For any contract greater than $5,000, the successful bidder shall comply with RSMo § 285.530, as amended and by sworn affidavit affirming that it does not knowingly employ any person who is an unauthorized alien and participation in a federal work authorization program with respect to the employees working in connection with this contract. The required documentation must be from the federal work authorization program provider. A letter from contractors reciting compliance is not sufficient.
The Great Rivers Greenway District reserves the right to accept or reject any bid and to waive any irregularities in the best interest of the District. A Bid may not be modified, withdrawn or cancelled by the bidder within sixty (60) days following the time and date designated for the receipt of bids, and each bidder so agrees in submitting his bid.
REQUEST FOR PROPOSALS: Materials Testing and Inspections for Gravois Greenway: Orlando’s to River des Peres Greenway – Phase 2 (118A)

The Great Rivers Greenway District (GRG) is interested in receiving proposals from professional firms for inspection and materials testing services in connection with the Gravois Greenway: Orlando’s to River des Peres Greenway (#118A). The project is a partnership between GRG, the Missouri Department of Transportation, St. Louis City and St. Louis County. The project construction duration is 15 months with construction beginning in October 2018.
The proposal shall be limited to a maximum of eight (8) pages including cover sheet. Your firm’s qualifications should be submitted electronically to the Great Rivers Greenway website no later than 2:00pm prevailing central time on Thursday, August 16, 2018. All submittals received after the due date and time will not be considered. It shall be the responsibility of the respondent to insure their submittal has been received by GRG prior to the deadline date and time.

Great Rivers Greenway Vendor List 2018-2019
Great Rivers Greenway maintains a Vendor List for professional services on greenway projects and other related activities. The Vendor List is approved by the Board of Directors for the following categories:Landscape Architecture, Architecture, Engineering, Surveying, and Planning. The posted list was approved in December 2017 and will be in effect for two years until December 2019. New firms can not be added to the Vendor List during this two year period. Great Rivers Greenway will issue a Request for Qualifications (RFQ) in Fall 2019 for the 2020 – 2021 Vendor List. Any firms currently not on the Vendor List may submit their qualifications at that time.
