Request for Qualifications: 2019 Post Construction Traffic Safety Study River Des Peres Greenway Wabash and Ellendale Avenues in the City of St. Louis

Great Rivers Greenway is requesting qualifications from interested consultants or teams of consultants to assist with the post construction study of the River Des Peres Greenway, related to traffic safety and mobility. Groups choosing to respond as a team should include all information as outlined in the instructions contained in this document.


Great Rivers Greenway received the following questions pertaining to the RFQ.  Please see answers to all the questions below.

Do (prime) firms need to be prequalified by GRG to submit a proposal?

No. This request for qualifications is considered and independent qualification based selection, therefore all qualified firms will be considered.

Is there a project budget threshold at which minority and women business enterprise policies are not applied?

No, there is not a project budget threshold. It is the policy of the Great Rivers Greenway District that Disadvantaged, Women and Minority Businesses Enterprises (DBE/WBE/MBE) shall have the maximum opportunity to participate in the performance of contracts utilizing District funds. GRG’s Minority and Women Business Enterprise goals are 25% and 5% respectively. Consultant teams are strongly encouraged to meet or exceed these goals.

501(c)(3) non-profit organizations (advocacy groups, institutes of higher education) strive to serve all members of the community, educate the future work force, and cultivate entrepreneurs, including women and minorities. Are these organizations required to partner with an MBE/WBE?

The DBE/WBE/MBE goals apply to this Request for Qualifications and the District strives to meet these goals with any respondent to the RFQ. As stated in the RFQ, Great Rivers Greenway intends to award the contract to the respondent that most closely satisfies the criteria listed in the RFQ. Commitment to fulfilling the M/WBE goals is one of several criteria.

Could you please clarify what “expenses” refers to in “…provide hourly rates for all job titles for the project along with estimated expenses.” Does expense refer to the overall budget of a project (direct plus indirect costs)? Or, is GRG looking for an estimate of number of hours for each project task?

“2019 Hourly rate schedule” OR “2019 Hourly billing rates” of the personnel proposed in the team is requested. Estimated expenses can be listed separately and typically are indirect costs. GRG is NOT looking for an overall budget of a project.

On page 4 of the RFQ it asks for ‘hourly rates for all job titles for the project along with estimated expenses’. Is this a fee estimate or just direct expenses?

Who completed the traffic study and counts for the initial determination that a road diet was feasible, and will a copy of that study be available for interested parties?

The Traffic study was completed by Burns & McDonnell and will be available for use. Some speed data is available upon request to the City of St. Louis – Traffic Commissioner.

What is the estimated budget for this project?

Great Rivers Greenway authorized a budget not-to-exceed $25,000.00
